Cabinet Decisions

Several important decisions were taken at the Cabinet meeting chaired by Chief Minister Shri Vishnu Deo Sai at Mantralaya Mahanadi Bhawan today:
- The Council of Ministers approved the ‘Chief Minister’s Startup and NIPUN Mission’, a major initiative aimed at creating new opportunities for employment, skill development, entrepreneurship and innovation for the youth of the State. A provision of ₹500 crore has been made for the mission over the next five years.
Under the mission, Entrepreneurship Development Centres will be established in all 33 districts, along with 100 Emerging Technology Labs and five Industry Excellence Centres. The NIPUN JOB Engine will promote industry-aligned skill development and formal employment.
The mission seeks to provide better employment opportunities to the youth, enable them to become job creators rather than job seekers, and develop Chhattisgarh as a leading hub for startups, innovation and new technology-based industries.
- The Council of Ministers approved the ‘Chhattisgarh Export Promotion Policy 2026–30’ with the objective of developing the state into one of the country’s leading export hubs.
The new policy aims to develop a strong export ecosystem and logistics infrastructure in the state, provide exporters with better market access and trade facilitation, and promote the export of value-added agricultural and industrial products.
Under the policy, entrepreneurs and exporters from Chhattisgarh will be provided greater direct access to international markets through e-commerce, trade fairs and exhibitions. The policy seeks to achieve both qualitative and quantitative growth in the state’s exports while strengthening Chhattisgarh’s integration with national and global markets.
- The Council of Ministers approved the proposal to allot 10 acres of land free of cost at Tendua village to the Directorate General of Training under the Government of India’s Ministry of Skill Development and Entrepreneurship for the establishment of a National Skill Training Institute (NSTI) in Nava Raipur Atal Nagar.
The institute, to be developed at an estimated cost of ₹200 crore, will have modern academic, administrative and hostel facilities. It will have the capacity to provide industry-oriented technical and vocational training to 1,000 trainees annually through long-term courses and 3,000 trainees through short-term programmes.
The establishment of the National Skill Training Institute will create new opportunities for advanced skill training, internships and employment for the youth of the State. It will also help develop Nava Raipur as a leading centre for skill and technical education in the country.
- The Council of Ministers approved the proposal to increase the prescribed maximum age limit from 38 years to 45 years for permanent and temporary state government employees, employees of corporations, boards and autonomous institutions, contractual employees, and Home Guards seeking to apply for other government services and higher posts.
The decision will provide employees working in government and affiliated institutions with greater and equal opportunities to advance to higher posts and other services. The state government will issue consolidated standing guidelines in this regard.
- The Council of Ministers approved the proposal to provide four hectares of land near BIT College in Titurdih village for the construction of a new building for the Durg District Court.
In exchange for the land registered in the name of the Bhilai Steel Plant, 5.024 hectares of government land at Pahanda village in Patan tehsil will be allotted to the plant. The current market value of both parcels of land is approximately equal.
The decision will pave the way for the construction of a modern and well-planned district court complex in Durg and further strengthen judicial infrastructure.
