Amendment to Strengthen Action Against Exam Mafias, Question Paper Leaks and Organised Examination Malpractices

Chief Minister Shri Vishnu Deo Sai has welcomed the passage of the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026 in the Lok Sabha, describing it as a historic and visionary step towards securing the future of millions of young people, protecting genuine merit, and strengthening a transparent examination system.
The Chief Minister said that under the leadership of Prime Minister Shri Narendra Modi, the Central Government has consistently taken decisive and effective measures to safeguard the dreams, hard work, and future of the country’s youth. He said the amendment reflects the government’s firm commitment to ensuring fair opportunities for deserving candidates.
Shri Sai said that competitive examinations represent years of hard work, aspirations, and trust for millions of young candidates. Activities such as question paper leaks, cheating syndicates, and organised examination-related crimes not only undermine deserving candidates but also damage the credibility of the entire examination system. He stated that the amendment has been introduced to ensure strict and effective action against such offences and will further strengthen the integrity of the examination process.
The Chief Minister said that the amendment introduces stricter penal provisions against examination-related offences. It strengthens the legal framework for taking effective action against examination mafias, organised criminal networks, and individuals involved in any form of malpractice. The amendment will also enhance the accountability of examination-conducting agencies and service providers, making the entire examination process more transparent, accountable, and reliable.
Shri Sai said that the Central Government has always placed the interests of young people at the highest priority. He added that the National Education Policy, skill development initiatives, employment generation, digital transparency, and now the strengthening of the examination system through this amendment together form an important link in empowering the future of the country’s youth. The measure will reinforce the confidence of talented and hardworking candidates while further strengthening a fair and transparent selection process.
The Chief Minister said that the vision of a Developed India can only be realised when young people receive fair opportunities based on their merit and hard work. He said the amendment is an important step towards achieving this objective by protecting honest talent and taking strong action against examination-related irregularities.
