‘No Eligible Citizen Should Be Deprived of Welfare Benefits’: Chief Minister Shri Vishnu Deo Sai Sets Strict Accountability Norms
PARAS Portal to Enable Real-Time Monitoring, State-Level Review of Key Government Schemes to be conducted Every Month
Raipur, August 6, 2026/ Chief Minister Shri Vishnu Deo Sai today directed officials to ensure transparent, effective and time-bound implementation of public welfare schemes so that every eligible citizen receives the benefits of government programmes. Chairing the first State-level review meeting of the PARAS (Project Assessment, Review and Analysis System) Portal at the Ministry, Mahanadi Bhawan, he said the platform would strengthen good governance through real-time monitoring of flagship schemes and public services. Reviewing CM Helpline 1076, Seva Setu, AgriStack, Viksit Bharat G-Ram G, the DBN-funded Mobile Tower Project and School Education initiatives, Shri Sai made it clear that negligence in implementation would not be tolerated and departments must achieve their targets.
Chief Minister Expresses Dissatisfaction Over Pending Land Demarcation Cases
Expressing concern over delays in land demarcation, Shri Sai said complaints continue to pour in despite orders from competent authorities. He directed Collectors to ensure disposal of every pending case within the prescribed timeframe through regular monitoring. Collectors were given instructions to take strict action against negligence found at any level.
Ensure a 100 Per Cent Farmers Registration on AgriStack
Chief Minister Shri Sai directed district administrations to ensure 100 per cent registration of all the eligible farmers under AgriStack, describing it as the foundation for extending multiple government benefits beyond paddy procurement. He instructed Collectors to conduct special registration drives and warned that officials would be held accountable if any eligible farmer is deprived of benefits due to negligence.
CM Helpline to Be Developed into Effective Public Grievance Redressal Mechanism
Shri Sai said CM Helpline 1076 should evolve into a robust public grievance redressal mechanism, reducing the need for citizens to visit government offices. He sought focused action plans from the Energy, Panchayat and Rural Development, and Revenue Departments and directed underperforming districts to improve grievance disposal. Officials informed the meeting that the helpline has received over 1.10 lakh complaints, with more than 65,000 resolved, while 55.29 per cent of complainants expressed satisfaction.
More Services to Be Made Available Online with Seva Setu
Reviewing Seva Setu, Chief Minister said that that 721 notified services of 27 departments are currently available online. He directed departments to integrate all remaining services and make it available online. He also gave instructions to create awareness through Gram Panchayats, Common Service Centres (CSCs) and Atal Digital Seva Kendras to improve citizens’ access to online services.
Priority for Gram Panchayat Development
Reviewing the Viksit Bharat G-Ram G programme, Shri Sai directed officials to accord priority to basic infrastructure projects in every Gram Panchayat. Pending proposals should be approved without delay so that development works can begin at the earliest.
Review of Mobile Connectivity and School Education
At the meeting, Shri Sai reviewed progress in the installation of 476 DBN-funded mobile towers and directed the officials concerned to ensure timely completion of the project and improve digital connectivity in remote areas. He also reviewed the implementation of the Free Textbook Distribution Scheme, Uniform Distribution, Saraswati Cycle Yojana and the Pradhan Mantri Poshan Shakti Nirman Yojana, issuing necessary directions.
Focus on Nutrition and Green Campuses
At the meeting, Shri Sai gave instructions to accelerate the development of kitchen gardens in school campuses. He directed the officials concerned to promote plantation of drumstick (moringa), jackfruit and other useful trees on campuses. He said that students should be encouraged to understand the importance of nutritious food so that the initiative evolves into a people’s movement.
Monthly Reviews Through PARAS Portal
Chief Minister Shri Sai announced that all major government schemes and public services will now be reviewed at the State level through the PARAS Portal on the last Tuesday of every month, making governance more transparent, accountable and responsive.

Richa Sharma, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Secretaries to the Chief Minister Shri P. Dayanand and Shri Rahul Bhagat, Secretary School Education Dr Kamalpreet Singh, Secretary Information Technology Shri Ankit Anand, Secretary Revenue Department Smt. Shammi Abidi, and senior officers from various departments.
