Raipur, July 12, 2026/ Under the leadership of Chief Minister Shri Vishnu Deo Sai, Chhattisgarh is witnessing a transformative phase in administrative reforms and digital governance. The state is modernising its traditional governance system by creating an administration where citizens remain at the centre, processes are simplified, decisions are time-bound, and governance is more transparent, accountable and technology-driven. The 435 administrative reforms implemented by the state government have gone beyond procedural simplification to bring a significant change in governance culture, making government services more accessible, transparent and efficient for citizens, farmers, entrepreneurs, investors and youth. As a result, Chhattisgarh is rapidly emerging as one of the country’s leading states in digital governance, service delivery and administrative innovation.
He stated that the state government has made good governance not merely a policy objective but the core working philosophy of the administration. Wide-ranging reforms have been introduced across sectors including land management, revenue administration, grievance redressal, online citizen services, industrial investment, registration systems, digital agriculture and e-governance. He said these reforms are aimed at saving citizens’ time, effort and financial resources while making government processes more transparent and strengthening public trust through technology. This vision, he said, is laying the foundation for a developed Chhattisgarh.
He stated that the government’s clear objective is to build an administration where citizens do not have to make visits to government offices, public services are delivered within stipulated timelines, and every government process is transparent and accountable. He added that digital technology is being used not only to improve convenience but also to strengthen trust between the government and citizens. The entire process of administrative reforms is being driven by the objective of bringing governance closer to the people and ensuring that every citizen receives government services with dignity and without unnecessary obstacles.
He said that administrative reforms in Chhattisgarh now extend far beyond e-governance. Significant improvements have been introduced in grievance redressal, land management, revenue administration, investment facilitation, registration services, digital agriculture, online citizen services, industrial approvals and service delivery. These reforms are benefiting citizens, farmers, entrepreneurs, industries and investors alike by improving administrative efficiency, accelerating decision-making and strengthening transparency and accountability in governance.
He said that good governance is the most important foundation for achieving the national vision of Viksit Bharat 2047. He said development can accelerate only when administration becomes simple, transparent and technology-enabled. Accordingly, the state government is continuously strengthening digital platforms, online services, integrated citizen service delivery systems and data-driven decision-making. He said the government’s priority is to ensure that the benefits of governance reach every citizen equally and that public trust remains its greatest strength.
Expressing confidence in the ongoing reform process, the Chief Minister said that continuous administrative reforms will establish Chhattisgarh among the country’s leading states in digital governance and good governance. He said that the effective integration of transparency, technology and responsive administration will accelerate development, improve the investment environment, make public services more accessible and further strengthen the vision of a developed Chhattisgarh.
Digital Governance Transforming the Administrative System
Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government has made digital governance an integral part of administration. The establishment of the Department of Good Governance and Convergence has created a new mechanism for effective monitoring and coordination of schemes across departments. Through the Atal Monitoring Portal, launched on December 25, 2023, on Good Governance Day, ambitious government schemes are being monitored online, significantly improving both the speed and quality of implementation.
The government has also introduced digital platforms such as the e-Office system, the Chief Minister’s Office Online Portal and the Swagatam Portal. These initiatives have accelerated file disposal, strengthened transparency and improved administrative accountability while enhancing coordination among departments. Technology-driven reforms have modernised governance by making it more efficient and citizen-centric.
Chief Minister Helpline 1076 Strengthens Public Trust
Prompt and effective grievance redressal is a key feature of good governance. With this objective, the state government launched the Chief Minister Helpline 1076, creating a reliable platform for communication between citizens and the government. Citizens can register complaints, submit suggestions and provide feedback on government schemes and services from their homes through the toll-free number.
The helpline currently connects nearly 8,000 officials from 42 government departments and covers 1,195 categories of grievances. Every complaint receives a unique identification number, enabling applicants to track its status online. If a citizen is dissatisfied with the resolution, the matter is automatically escalated for review at a higher level. The system is monitored regularly from the Chief Minister’s Secretariat to departmental secretaries and operates round the clock throughout the week, making it a strong example of responsive, accountable and citizen-centric governance.
Seva Setu Brings Government Services Closer to Citizens
To provide integrated digital public services, the state government has developed Seva Setu, which has become the primary digital gateway for government services in Chhattisgarh. The platform reduces the need for citizens to visit multiple government offices by providing access to a wide range of services through a single portal.
At present, Seva Setu offers 520 services from 36 departments, including 111 hosted services and 409 redirected services. Services are being delivered across both rural and urban areas through 16,726 Seva Kendras. Since April 1, 2025, the portal has received more than 39.75 lakh applications, of which over 37.52 have been successfully disposed of, achieving a success rate of approximately 94.3 per cent. Features such as QR-based certificate verification, Aadhaar authentication, DigiLocker integration, e-Challan, Treasury integration and Direct Benefit Transfer (DBT) payments have made service delivery more secure, reliable and transparent.
Transparent and Investor-Friendly Environment for Industrial Growth
The state government has introduced the Single Window System 2.0 to simplify administrative procedures for investors. The platform integrates approvals required from multiple departments, eliminating the need for investors to visit different offices. Online application tracking, time-bound approvals and digital transparency have made the investment process more efficient, reliable and industry-friendly.
An Ease of Doing Business Cell has also been established at the State Tax Headquarters in Raipur to assist entrepreneurs with GST registration and other business-related procedures. The decision to allow shops to operate 24 hours a day throughout the week is another significant reform expected to boost trade, services and employment. The announcement of a dedicated Ministry for Micro, Small and Medium Enterprises (MSMEs) further reflects the government’s commitment to promoting entrepreneurship.
Historic Reforms in Property Registration
The state government has introduced major reforms to make the property registration system faster, more transparent and citizen-friendly. Facilities such as online payment, online document search, digital certified copies and the Sugam mobile application now enable citizens to access property-related services from home.
From April 28, 2026, the government abolished the 0.60 per cent cess on property registration, providing significant financial relief to citizens while foregoing nearly Rs. 150 crore in potential revenue in the larger public interest. The country’s first state-of-the-art Smart Registration Office has also been established in Nava Raipur Atal Nagar, where property registration is completed within 12 to 15 minutes. The government aims to modernise all 117 registration offices across the state over the next year.
Land Reforms Strengthen Transparency and Public Confidence
The state government has also implemented extensive technology-driven reforms in land management. Under the Digital India Land Records Modernisation Programme, land records have been fully computerised, revenue courts digitised, modern record rooms established and cadastral maps digitally transformed. Geo-referencing technology has been introduced to improve land demarcation and the accuracy of records.
Scientific property surveys are being carried out in urban areas under the Naksha Project and in rural areas through the drone-based SVAMITVA Yojana, enabling the issuance of digital property cards. These reforms have strengthened legal ownership rights for rural citizens and contributed to a reduction in land disputes. In recognition of its outstanding performance in land reforms and AgriStack implementation, the Government of India awarded Chhattisgarh a special assistance grant of Rs. 598 crore during 2025-26.
Aligned with the national vision of Viksit Bharat 2047, Chhattisgarh is emerging as a model of good governance, digital administration and innovation-led development.
